Yes, definitely a milfoil. Likely M crispatum.
some milfoil species are individually distinctive, but the milfoil here is one in a group which are very similar to each other. To ID this to species requires more information (number of leaves in a whorl; ornamentation of culm; colour of female flower; fruits etc).
