I have put some close ups in. still looks weird. maybe being so close to the fence line they got sprayed and are unwell?

Hmmmm, the new shots help I want to say there are two plants here. One is hardenbergia violecea, and the other is perhaps a grass? Let's see what Luke says.

I agree with Ciaran's comment here - looks to be Hardenbergia climbing up some other plant (perhaps a grass). I'd probably go with Hardenbergia for the ID here since I doubt we can go anywhere with whatever it's growing on
